While general operating support (GOS) for NIC was not a subject of the testimony or hearings, the Appropriations Committee provided additional funds of $743,000 to the Park Service for this purpose. NIC/Heritage preservation continued to receive GOS support through 2003. The Congress stipulated GOS support for a number of years and eventually, it became a routine part of the Park Service's budget, even when the Republicans gained control of the House of Representatives.

As you can see from the chart, beginning in 1996 there was a reduction in GOS support. This was based principally on overall reductions to the Parks Service's budget, which I understood was a reasonable action on its part. By this time, we had generated other sources of income for operating support, so that no significant reductions had to be made.
